Is a DAO reform necessary?

Intro

Leaving aside for a while the debate about the possible allocation of the planned airdrop, I built up the opinion that the DAO could be made more transparent and effective. I have tried to find out some “rules” about how an idea can become a proposal and that make it till the vote, but I couldn’t. If there are, they are nicely hidden or not easily available.
In general, considering the remarkable size that the Jupiter Ecosystem has achieved, I find that the DAO is in need of some more formal organization and more transparent rules (and roles?) so to become a more “professional” administered entity in which all the stakers can feel fairly represented and protected.

The idea

I will not tag this post as a proposal because it is more like sharing an opinion and possibly collect the opinion of the community about this topic.
The idea is to form a working group that takes the task to elaborate a complete and transparent set of rules aimed to govern the processes of the DAO, to elaborate a draft and submit it to the community in order to verify whether there will be support to bring the work to a vote and maybe to adoption.
Just to mention some of the topics that I think the work should address there is the definition of the path that can lead an idea to an actual proposal and how this proposal can become eligible for voting. A possible redefinition of how the voting power is defined and the feasibility to switch from a “per wallet” voting system to a “per user” one. A redefinition of the matters eligible to vote and the definition of specific majorities depending on the topic on which the community will be called to vote (DAO modification rules should pass with a super majority for instance)
I think it should be made clear how the vote should be announced (way, channels, how long in advance just to mention some aspects), how long it should last and the way to deliver proofs that results are matching with actual votes.

What’s next

I would like to verify whether it is possible to create a team willing to del with this matter and start to elaborate together a draft to be then submitted as a proposal for adoption. I have specific experience in administration of similar organizations as I dealt with the for a long time in my real life career. I am looking for members of the community with “legal” background, analysts and tech savvy guys. I guess that a team of 5-7 members could work well

Conclusion

This team is supposed to work on voluntary basis. I am not here to ask for grants or compensations. In case the final results will be supported and appreciated by the community, I will leave to it to decide whether it has been worth. I’d be happy to get involved depending on the amount of hours committed per week that you estimate would be reasonable for an involved person to have a good contribution.

Background: developer with product owner experience in a high growth tech company (from a valuation of multiple of hundred of millions to tens of billions in valuation).
