Introduction
Jupiter DAO is one of the most vibrant and visible DAOs in the Solana ecosystem. It is supported by an engaged and rapidly growing community, as well as a high-profile core team.
However, despite its scale and activity, the DAO’s current governance structure remains fundamentally limited. While proposals and votes have occurred in the past, they have generally lacked real impact on the protocol’s development. Many were designed to create a positive narrative, without offering genuine decision-making power or consequences.
This proposal aims to change that by giving the community formal tools to initiate and promote proposals effectively transforming Jupiter DAO into a truly participatory and decentralized system.
The Problem: Limited Access to Governance
Currently, only the Jupiter team can submit proposals that appear on the main governance page. While the community can share and discuss ideas informally for example, on social media there is no formal mechanism to escalate those ideas into official votes.
The jupreser.ch site serves as a record of current and past proposals, but it does not allow community members to submit their own proposals in a way that could lead to DAO-wide voting.
In practice, this means that governance is not truly decentralized. Regular DAO members have no clear path to shape the protocol beyond voting on pre-approved topics. This structural bottleneck is one of the most pressing issues the DAO faces today.
And truthfully this wouldn’t be such a problem if votes actually influenced outcomes. But as things stand, they often don’t.
For example, I did the biggest community proposal in jupreaserch and gathering feedback or publicity was unearthly, and I still have no idea what’s going on with it, no one from the team reached out to me like; hey very interesting approach to the matter we’ll look into it thanks to you.
A Structural Solution
This proposal introduces a system where any community member can submit a proposal on jupreser.ch. Once that proposal reaches a certain threshold of support, it will automatically become eligible to appear on the official Jupiter governance interface and be considered for a full DAO vote.
The goal is simple: unlock the ability for the community not just to vote, but to initiate and promote governance actions.
This change doesn’t alter the DAO’s mission, roadmap, or leadership it simply adds a formal process through which the community can participate meaningfully and at scale.
Because right now, let’s be honest suggesting any change is basically impossible. A good example is my own proposal: I invested a ton of time and effort to develop and promote it, and still, it went nowhere. It should not be this way.
The Proposed Process
Here’s how the new system would work:
• Any $JUP staker can submit a proposal through jupreser.ch, as long as they have at least 100 $JUP staked in their wallet.
• The proposal must follow clear formatting and meet content guidelines.
• Next, it will need to be confirmed by good cats.
• Once endorsed, the proposal will appear on the main page of jupreser.ch.
• If it then reaches a predefined threshold for example, 1 million $JUP participating, with at least 66% voting YES (these numbers can be adjusted) the proposal becomes eligible to be featured on the official DAO governance page.
• At that point, it will be promoted to the main governance interface, triggering wider discussion and potential implementation. It will follow the current design and structure of existing governance posts.
• Proposals that do not reach the threshold will still remain visible on jupreser.ch for transparency and reference but they won’t progress further.
This system ensures that community-driven ideas have a real path to visibility and action, without overwhelming the governance process with noise or spam.
Why This Matters
This is more than just a quality-of-life update; it’s a foundational shift in how governance works within the DAO.
Until now, community input has been mostly limited to commenting or supporting proposals initiated by the team. Without the ability to introduce proposals directly, DAO members lack meaningful influence over key decisions.
By introducing a threshold-based system, we create a permissionless, scalable path for community ideas to become actionable. It strikes a balance between decentralization and practicality ensuring that only well-supported proposals reach the final stage, without needing core team approval to begin.
Most importantly, this change reflects the original vision of a DAO: a decentralized structure where the community can shape its own future.

After reaching the voice threshold of 1 Million JUP plus the amount of positive votes in the form of 66%. Then it will be added manually by someone from the DAO within a week at the most.
• Will I need to stake $JUP to vote?
Yes. Only wallets staking $JUP will be eligible to vote. There is no delegation or proxy system each holder must vote individually.
• What happens if this proposal passes?
Once a quorum is reached, a formal process will be implemented to bring proposals submitted by the community to the homepage. This will also signal to the Jupiter team and the ecosystem that DAO is ready for deeper community integration. But that doesn’t mean the team has to implement it,
• Is this the start of bigger changes in the DAO?
Potentially. While this is a standalone proposal, it opens the door for broader governance participation and may lead to future reforms and decentralization initiatives.

Let’s be clear: without this mechanism, the DAO’s community governance is largely symbolic. No matter how passionate or informed the community is, if it cannot formally initiate proposals and bring them to a vote, its power is limited to reaction not direction.
