I am torn between the 2 thoughts, but understand a harsh penalty for someone t trying to farm or fake their gift.
I stake all of my JUP and never missed a vote so one year is a given, but I also understand true ecosystem users may think a bit different
10 or so percent wo penalty immediate and perhaps a slow release similar to sanctum??
Trying to think of the best case for down the road not for now now and for the ecosystem not my wallet at this time.
Looking forward to a fair proposal.

Better still, split into linear, then bonus based on voting participation.

Reward on voting will be linear or tiered
But tiered is okay
Now it just bonus to stakers and voters( not confirmed yet)
